THE SWELL #25
SAIL Weekly Digest July 4–10, 2026 | Issue #25
The frontier got crowded this week. GPT-5.6 and Grok 4.5 launched on the same day, and Chinese models kept eating enterprise share. SAIL authors spent the week one layer down: China’s compute stack, the infrastructure agents actually run on, and what Mythos means for hardware security.
The Week in AI
GPT-5.6 and Grok 4.5 launched simultaneously on July 9 with GPT-5.6 finally clearing the government review that had held it back, in what observers called the most competitive single day in frontier AI.
A CNBC investigation found 30–46% of enterprise AI token usage at US companies now flows to Chinese models, with GLM-5.2’s near-frontier coding scores at a fraction of Western pricing driving the shift.
The UN held its first Global Dialogue on AI Governance in Geneva July 6–7, with Yoshua Bengio’s scientific panel warning that AI capabilities are outpacing both scientific understanding and governments’ ability to adapt.
